Project 2025 is a 900 page document published in April 2023 by the Heritage Foundation who called it “the comprehensive policy guide for the next conservative U.S. president.” It is the ninth edition in their “Mandate for Leadership” series, the first of which was published in 1981, during the Reagan administration. In the press release accompanying the report’s release, the Heritage Foundation called it a “policy bible” with a blueprint of policy solutions and noted that “the Trump administration embraced nearly 64% of the 2016 edition’s policy solutions after one year.”
Now, despite having had conservative giants like American Legislative Exchange Council (ALEC), Alliance Defending Freedom, James Madison Institute and Claremont Institute serving on its advisory board, its policies are seen to be so toxic that conservative think tanks are declaring it “a think tank equivalent of a neutron bomb” and “a very good example of what not to do” and President Trump is denying knowing anything about it.
This might be a good time to remind everyone that Moms for Liberty signed on as a “coalition partner.”
Project 2025’s Education policies are highlighted in Chapter 11 and include:
- Limit federal education policy and, ultimately, eliminate the federal Department of Education.
- Distribute federal tax dollars to states with no strings attached. This includes
- Converting Title 1, the federal funding for low income students and schools, to no-strings-attached formula block grants and eliminate Title 1 funding entirely over a 10 year period.
- Converting IDEA funding, meant to provide special education services to students with disabilities, into a no-strings formula block grant distributed directly to local education agencies
- Reduce restrictions on Charter Schools
- Expand school choice with a nationwide federally funded, universal private school voucher program.
- Reduce the number of students qualifying for the national school breakfast and lunch programs — which are described as “inefficient, wasteful” programs.
- Elimination of Head Start, a pre-school program that funds education, health and social services programs for low-income children.
Project 2025 also includes plans to continue the culture war that is currently dividing the country and demonizing public schools. Project 2025 calls for abolishing the teaching of “‘critical race theory’ and ‘gender ideology’” in public schools, and “deleting” terms such as “diversity, equity and inclusion,” “gender equity,” and “reproductive health” from “every federal rule, agency regulation, contract, grant … and piece of legislation that exists.”

Despite President Trump’s continued attempts to distance himself from Project 2025, he has not distanced himself from those who signed as “coalition partners” and his previous administration enacted many of the policies in the previous edition.
As Democratic Vice-Presidential candidate Tim Walz put it:
“I coached football for enough years. When somebody draws up a playbook, they plan on using it.”
Trump used this “policy bible” during his first term. There is every reason to believe he will do the same if elected to a second term. Talk to your friends and neighbors about Project 2025 and ensure they are registered to vote.
